Help Duties He/she serves as a Computer Scientist supporting the National Airspace System (NAS) automation systems applying experience and advanced knowledge of computer science principles to store, manipulate, transform, or present information by means of computer systems. Performs multiple, varying, and complex assignments under the limited direction of a manager, project/program manager, team leader, or more experienced technical specialist. May act as a team leader for a single or small work activities. Applies theoretical knowledge of computer science to create or apply new technology, such as adapting principles for applying computers to new uses. Contributes to performing analysis of problems and restoration activities through analysis efforts across site personnel, 2nd level personnel, vendors support, and other external stakeholders. Conducts logical analyses of business, scientific, engineering, and other technical problems to develop mathematical models to solve problems through the use of computers. He/she is responsible for maintaining and assisting in the development of software requirements using operating system theory, data structures, computer system architecture, software engineering and computer communications. Tests and evaluates highly complex integrated National Airspace System (NAS) automation systems; designing and planning test programs; and deployment of NAS automation software systems to the field. Provides responsive service in the resolution of field issues with automation systems required for maintaining safe, efficient, productive, and cost-effective operation of the NAS. Provides site support software test activities and performance of Data Reduction Analysis (DR&A), as well as for Keysite testing activities (may require frequent travel) including site restoration, installation of system modifications, and resolution of site issues or problems. Contributes to the timely resolution of any immediate problem(s) and to ensure future occurrences are avoided. He/she uses computer science techniques to analyze system performance and fault information to identify causes of system problems or systems failures and recommends improvements. Analyzes computer hardware and software problems/issues to recommend new approaches to solve problems. Provides policy and guidance and instruction to others, both internally and externally. Supports the development of overall plans, criteria, and software system specifications; and supports team efforts in accomplishing work; integrates efforts with other ongoing projects. Provides hardware and software related recommendations for site support and/or test activities to lead small work activities and communicates the overall results of an assignment to FAA management, the aviation and aerospace industries, and other external to include representatives of industry, and agency advisory committees. Upon management approval of engineering, site support, or test projects, determines, within given requirements and constraints of system/software assigned, a design system's strategy, i.e. modularity, subsystem, etc., that attempts to anticipate directions of change in workload and legislative requirements in order to accommodate changes efficiently. Works with more experienced scientists in the development of timetables and coordination controls to ensure the integrity of the system design and the phases of its implementation. Determines input, output, and basic internal processing specifications. Supports overall system/subsystem software design, development, test, and site support and is responsible for working with customers to identify and documents their needs and requirements; and support the design and system validation of these requirements. Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H / FG/GS-10-12. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience may include but not limited to:
Experience as a software developer developing real time aviation systems using a variety of programming techniques and languages.
