Help Duties The position is located in the William J. Hughes Technical Center, Enterprise Services T&E Division, ANG-E6, Satellite Navigation Branch, ANG-E66. The Satellite Navigation Branch is the lead test organization for the Wide Area Augmentation System (WAAS) program. Primarily, the branch evaluates the performance of the Global Positioning System (GPS) and WAAS but also analyzes the performance of foreign satellite navigation systems. The branch makes results of this evaluation available to the public and FAA stakeholders through the ANG-E66 website, quarterly performance reports, and ad hoc reporting. The branch's stakeholders include the AJM Satellite Navigation Office, the WAAS Second Level Engineering Branch in Oklahoma City, and the WAAS prime contractor. The branch also coordinates regularly with FAA Flight Standards, academia, and private industry. The branch is highly technical and primarily consists of engineers and computer scientists. The incumbent is a Computer Scientist in the Satellite Navigation Branch. Performs multiple, varying, and complex assignments under the limited direction of a manager, project/ program manager, team leader, or more experienced technical specialist. May act as a contributing specialist on large work activities or as a team leader for single or small work activities. Works with a team of federal and contractor employees in the monitoring of satellite navigation systems and their augmentations, such as the Global Positioning System (GPS) and the Wide Area Augmentation System (WAAS). Maintains and develops software used to evaluate satellite navigation systems and their augmentations. Participates in the maintenance of existing tools and the development of new software tools that assist in the monitoring of satellite navigation systems. Currently, these tools assist in the daily assessment of GPS and WAAS and other satellite navigation systems. In addition, the tools are used to assess the performance of GPS and WAAS when changes to those systems are made. For example, ANG-E66 evaluates updates to WAAS to ensure there is no negative performance impact due to the update. Leads the team to ensure all tools are operating properly, to make updates as necessary, and assist in the assessment of performance. Results from evaluations are available in quarterly reports, to the public on the ANG-E66 WAAS Test Team website, and in ad-hoc reporting to stakeholders. The performance monitoring of satellite navigation systems uses tools that operate on a 24/7 basis. Ensures the reliability of the software tools to meet this requirement. Applies experience and advanced technical knowledge of computer science disciplines to accomplish assignments and to develop plans and techniques to improve programs and policies. Understands how technical area interacts with or is affected by other disciplines and considers the objectives of the branch and the Tech Center when developing, integrating, and implementing solutions to diverse, complex problems. Typical assignments may include:
software development, collecting, recording, and analyzing data/information; identifying problems; and performing investigation and inspection activities. Contacts are internal and external. May act as a key technical point of contact for assigned activities. Contributes to the preparation of management/technical reports or contractual documents, and may communicate the overall results of a project or work activity to FAA management, the aviation and aerospace industries, and other external parties. Work is reviewed periodically, typically at major milestones and at completion, for technical compliance and alignment with the requirements of the project or other work activity. Work is mainly conducted in an office setting, lab or operational site. Travel to certain locations outside the Technical Center may be required from time to time.
